Brazilian Senator Camilo Santana from the Workers’ Party has filed a bill proposing to amend the country’s 2023 betting law to introduce a €30 monthly betting deposit limit for all licensed operators.

If passed, the bill would amend Law No. 14,790/2023 and set a national spending cap across every licensed betting operator instead of applying to each bookmaker separately. The measure would apply a 5% limit on a player’s verified monthly income, aiming to reduce over-indebtedness. Additionally, bettors would be allowed to request higher deposit limits by demonstrating that they can support the payments.

Senator Santana stated:

“The recent experience of the market’s operation highlights the need for additional instruments to mitigate the risk of over-indebtedness resulting from betting. This bill introduces, for this purpose, a monthly limit on deposits intended for fixed-odds betting, in a model inspired by practices adopted in other jurisdictions.”

The Ministry of Finance is expected to be responsible for developing criteria to assess proof of income and further mechanisms to occasionally review and update each player’s status. The Ministry would also have the authority to adjust the limit according to inflation.

Under the proposal, winnings and returned funds would not be added to the monthly deposit total; however, if an operator allows a bettor to deposit more than the set limit, then it would be required to immediately return the excess amount.
