The figures, shared in response to an information request, are the regulator’s first official confirmation of permits. A total of 79 applications had been filed by October 26, 2026, leaving most still under review, while multiple operators, including Wildz Group and Hippos ATG, had already announced their own approvals.
The licensed entities are Hippos ATG Oy, Sunflower Gaming Limited, Granturo Finland Ltd, which belongs to Wildz Group, Skill On Net Ltd, SuomiVeto Oy, Cloudberry Ent Limited, SixthSpin Limited, KuuFlip Limited, RocketLily Ent Limited, Nivei Ursi Limited, YTBlue Limited, and Buccone Trading Limited.
Most of the companies haven’t said which brands they will operate under. ComeOn’s parent European Entertainment Group said its subsidiary had received every license it applied for, but did not name the licensed entity. All 12 approved companies were among the applicants that had filed by the end of March 2026.
State operator Veikkaus, which applied through two subsidiaries set up in May, is not yet on the list. It will keep its monopoly on lotteries, scratchcards and land-based gaming machines, while online gambling opens to private competition on July 1, 2027. The Finnish market is estimated to generate €1.9 billion in gross gaming revenue in 2026, with 81% coming from online channels.
