France’s ANJ urges budget cuts in online gambling promotions
France’s gambling regulator, l’Autorité Nationale des Jeux (ANJ), is urging online operators to cut down their promotional spending budget for 2025, which is projected to rise by 11% to approximately €695 million.
Each year, France’s 16 licensed operators, together with La Française des Jeux (FDJ) and Pari-Mutuel Urbain (PMU), submit their promotional budgets to the ANJ for approval. The regulator reviews these plans to ensure they don’t promote gambling harm or appeal to younger age groups.
Earlier, in October 2024, the ANJ launched a new campaign, called “100% winning?” to combat illegal online casinos in the country. Since March 2022, the ANJ has issued over 500 blocking orders, leading to the removal of thousands of illegal URLs.
For 2025, the ANJ has asked the four largest operators—responsible for 85% of the promotional spend—to cut down on their budgets. The regulator believes these leading companies should prioritize moderation to reduce potential risks.
The ANJ stated:
“Similarly, operators will have to pay particular attention to commercial communications concerning the most addictive offers, such as fast poker tournaments.”
Adjusted budgets must be submitted by February 17.
