Hawaii moves closer to legalizing online sports betting

Despite strong opposition from state agencies and Native Hawaiian groups, Hawaii taking a big step toward legalizing online sports betting.

The Senate Joint Committee on Economic Development, Tourism, Commerce, and Consumer Protection unanimously moved HB 1308 forward. The bill, which had already passed the House, would allow up to four online sports betting platforms but no physical locations. It also includes legalizing daily fantasy sports.

A key change shifts regulatory oversight from the Department of Commerce and Consumer Affairs to the Department of Business, Economic Development, and Tourism. Some lawmakers believe sports betting already happens in Hawaii, just through offshore, unregulated platforms.

Sen. Donna Mercado Kim said:

“I know that any Sunday if you’re watching football, almost everybody is betting on the game… I’m sure law enforcement people sitting in this room have bet on games at home, as well.”

Sen. Glenn Wakai added:

“You can change the VPN on your phone to be out of Nigeria or another state… There’s a prevalence of gambling here.”

However, opponents warn of social and financial risks. Deputy Attorney General David Williams raised concerns about gambling-related debt, bankruptcies, and domestic abuse. Others argue that Hawaii lacks the infrastructure to regulate gambling effectively.

The bill now moves to the Senate Ways and Means Committee. However, key issues like tax rates, licensing fees, and regulatory details remain unresolved.
