The Ohio Casino Control Commission has issued a $5 million civil fine to prediction markets operator Kalshi, accusing the platform of offering unlicensed sports betting in the state from January 2025 until the date of the notice.

The notice was issued on April 14, 2026, with Ohio’s Attorney General, Dave Yost, arguing that Kalshi’s prediction market operations are illegal gambling under state law.

The regulator wrote in a statement:

“The commission takes its regulatory responsibilities to ensure compliance with the law and the integrity of sports gaming in Ohio seriously. Kalshi’s refusal to stop offering sports gaming in Ohio necessitated the commission to take action to uphold the requirements of Ohio law.”

Attorney General Dave Yost added:

“Ohio put Kalshi on notice today that its ‘prediction markets’ are unlawful gaming and proposed a $5 million fine. A federal court already agreed with our reading of the law. I wouldn’t bet on how long Kalshi will be operating in Ohio.”

Kalshi has responded to the accusations, stressing that despite other states ruling in favor of the operator and supporting its right to operate as a federally regulated exchange, Ohio has decided to continue the dispute, which has been going on since April 2025.

Kalshi spokesperson Elisabeth Diana stated:

“We are disappointed in this latest development, especially considering our ongoing litigation with Ohio and recent rulings in other courts confirming our right to operate as a federally licensed exchange. We’re reviewing the letter and will protect our interests to the maximum extent provided by the law.”

The Ohio Casino Control Commission added that it would not make any additional comments on the upcoming dispute with Kalshi.
