House Bill 904, which was presented just a month ago in March 2026, has already moved forward on April 1, 2026, and has been sent to Kentucky Governor Andy Beshear for approval.

The bill proposes to increase the minimum sports betting age from 18 to 21 for both in-person and online betting, with operators required to block underage access, but at the same time, the minimum age for fantasy contests is set to stay at 18.

Next, prediction markets are addressed in the bill, which states that racetracks, sportsbooks, and fantasy operators cannot take part, partner with, or have any interest in prediction market platforms in Kentucky.

The bill also targets prop bets, defining them as bets tied to individual player statistics. Under the reforms, operators will not be allowed to offer prop bets on Kentucky college athletes if the outcome is based on a player falling short of a benchmark or leading to a negative result.

Regarding horse racing, tax rates will be set at 9.75% for land-based bets and 14.25% for online wagers.

A lot of changes will be implemented in Kentucky’s gambling structure if the governor decides to sign the bill, but in case he vetoes it, then lawmakers would have until April 15, 2026, to try to override the governor’s decision.
