The Dutch gambling regulator (KSA) has revealed in its latest report that the revenue of the regulated online gambling market decreased by 18.5% in 2025, as illegal gambling activities were on the rise and made up 53% of total gambling spend.

Data showed that the number of users placing bets with licensed operators dropped from 850,000 to 810,000 between the two halves of 2025, with gross gaming revenue rising only by 1% during the year.

The regulator has connected the decline to policy changes that were added back in October 2024, which introduced higher gambling taxes and deposit limits. Looking at wider data, gross gaming revenue had dropped by 18% from 2024 to 2025, which was again the result of the changed policy measures.

In 2025, the illegal market continued to expand, with illegal offers increasing by 34% to a total of 2,005 cases.

Channelization numbers also reflect the decline in the regulated market, with 91% of users betting with licensed operators, compared to 94% in early 2025. Early monitoring estimated that legal channelization was at 56%, but the number was later changed to 49%.

In the first half of 2025, 19,000 users were recorded to have placed bets only with illegal operators, and the number rose to 30,000 by the end of the second half of 2025.
