Malaysia to Investigate AI-Created Gambling Video Content
Malaysia’s Inspector-General of Police has confirmed the investigation of AI-generated video content, raising concerns over illegal betting promotions.
Police Inspector-General Tan Sri Razarudin Husain confirmed that no complaints have yet been received concerning AI-generated celebrity videos. Still, the police intend to act quickly to prevent any further issues.
Tan Sri Razarudin Husain stated in local media:
“Investigations will be carried out if such content comes to light. Victims of these syndicates are urged to lodge police reports.”
Most gambling promotions detected by authorities included static images shared by social media influencers. Police have initiated 28 investigations related to gambling promotions by influencers in Kuala Lumpur and Selangor, with 18 of those cases resulting in prosecutions, while the other 10 still remain under investigation.
Between 2021 and 2024, more than 3,700 gambling websites were blocked in Malaysia. In 2025, more than 7,800 raids targeting illegal gambling operations were conducted across the country, with 9,460 individuals getting arrested.
The Police Inspector-General acknowledged that technological advancements, such as encoded communication platforms and AI, have made the investigations and the collection of evidence more complicated.
Tan Sri Razarudin Husain added:
“There is currently no specific legal definition for ‘online gambling’ under existing laws, which makes enforcement difficult and enables many cases to be challenged in court.”
He pointed out the issues in Malaysia’s legal framework and mentioned that the Betting Act 1953 has not been revised for decades. The penalties and requirements are no longer up-to-date with the modern and digitized gambling industry.
Razarudin added that the police will continue to investigate individuals and companies involved in illegal gambling operations, and those found guilty will face penalties, fines, and even custodial sentences.
