Montenegro, a Balkan country that positions itself in the growing market of iGaming, may soon introduce new gambling regulations with the Ministry of Finance.

Montenegro’s Ministry of Finance is closely working with different groups, including the public, media, local governments, and businesses, to shape a safer and more responsible gambling environment for the country. The goal is not only to promote sustainable growth in the gambling market but also to combat financial crime and address public health and social issues related to gambling.

The consultation period of the regulation started on October 21 and has been extended to November 25 due to the interest around it. According to Jovana Nišavić, the State Secretary for Finance, this will be the first major update of Montenegro’s gambling laws in 20 years. New regulations are set to include tighter restrictions on advertising, greater protections for younger age groups, and the implementation of identification requirements for players at both physical and online betting platforms.

Opposition against new gambling regulations

Montenegro is currently deciding on different proposals for gambling regulations. Some industry players have shown their disapproval and concerns about a proposal that limits online gambling deposits to payment cards or in-person transactions. According to them, this can potentially drive players toward illegal platforms. There is also opposition to a proposed 15% tax on customer winnings. It is expected that this move can reduce the number of active operators and significantly harm government revenue. The ministry is committed to reviewing public feedback and ensuring that the final law is in a balance between protection, ethical practices, and business growth.
