Penn Entertainment broke ground on its new Hollywood Casino Hotel Council Bluffs in Iowa on September 14, 2026, with the property set to officially open in 2028.

The new project, which costs between $180 million and $200 million, will replace Penn’s nearby Ameristar Council Bluffs riverboat casino, pending final regulatory approval. The venue will have around 1,000 slot machines and 25 live table games, and 2 dining spots, including the first Shake Shack location in the Omaha area.

Hollywood Casino Hotel Council Bluffs will also connect directly to the existing hotel and pavilion, giving guests access to over 160 rooms, a sportsbook bar, VIP lounge, a steakhouse, and a buffet. It’s expected that the construction will take approximately 18 to 24 months and create about 450 jobs during the process and 50 permanent positions once the casino opens.

When the location opens, it will become the 20th Hollywood-branded property in Penn’s portfolio and its 3rd riverboat-to-land relocation in recent years.
