Spain’s Ministry of Consumer Affairs has instructed the Directorate General for the Regulation of Gambling (DGOJ) to begin a public consultation on limiting influencer and celebrity gambling ads in an effort to improve consumer protections.

The DGOJ has been tasked with collecting feedback about the proposals to reform gambling laws around advertising, promotions, and marketing, with the consultation running until June 22, 2026. The measures include restrictions on promotional bonus campaigns, the use of influencers and celebrities in gambling advertising, and limitations in organic search engine results connected to gambling content.

The DGOJ commented:

“The reforms aim to strengthen controls, improve prevention, and provide more tools to combat illegal gambling. This will allow the law to better adapt to the digital environment, especially the growth of online gambling. Current regulations have been in effect for 15 years. The reform aims not only to update the legislation but also to broaden consumer protection.”

Industry stakeholders, local players, and organizations will be able to submit their opinions about the reforms, based on which the government will decide on the proposals.

The Ministry of Consumer Affairs is also in the process of launching a mandatory problem gambling detection algorithm, which will be required for all operators and will use player data to improve detection rates by 10%, as estimated by the ministry. It’s expected that the government will order operators to add responsible gambling messages in all gambling ads as well.
