Ukraine gambling regulator announces new license tender
Ukraine’s gambling regulator, PlayCity, announced it was in the process of renewing the lottery market, which was previously operating in grey market conditions without tax payments or licenses.
The change comes at a time of gambling scandals connected to iGaming operators being prosecuted for having connections to Russia.
The deputy minister of digital transformation, Natalia Denikeieva, said:
“We are finally launching a market where the starting conditions are the same for everyone. This is how a competitive environment is formed, where access to old schemes does not win, but product quality, technological feasibility, and compliance with the law do. This is a new starting point for the lottery market.”
The license will be the only legal way to operate lotteries, and each ticket will have a unique QR code so that operators know where it was bought and that it was legitimate.
The regulator invited Ukrainian companies with foreign experience to participate in the tender, which will be closed on December 29, 2025.
The participants are required to have 3 years of experience, €610,000 capital, a .ua domain zone, and also no Russian connections.
