Vietnam is moving forward with plans for a massive $2 billion casino and tourism complex in Quảng Ninh Province, hoping to create a top destination for international visitors and big events.

The Ministry of Finance has asked the Prime Minister to approve this project in Vân Đồn District, which would operate for 70 years. If approved, this complex will cover around 244 hectares and combine luxury hotels, entertainment, and gaming all in one place. It’s planned to be built in three phases over nine years, with funding coming from investors and bank loans.

One big change the Ministry is proposing is to allow Vietnamese citizens to gamble at the casino as part of a pilot program. Right now, local access to casinos is very limited, but the government previously allowed a trial that ended in late 2024. This new plan would follow strict legal rules and government oversight.

The Quảng Ninh provincial government will be responsible for choosing investors and managing the project to meet all legal and land-use requirements.

Except for tourism, this casino complex is expected to bring a huge change in the country’s economic market by creating jobs, improving infrastructure, and bringing significant tax revenue. Over 70 years, the government expects to collect nearly $9.7 billion in taxes and other contributions.
