On August 27, 2026, the Alcohol and Gaming Commission of Ontario (AGCO) imposed a $72,000 fine on NorthStar Gaming over anti-money laundering (AML) failures that are required under the Registrar’s Standards for Internet Gaming.

The penalty is connected to control failures between March 2024 and June 2025, when a player account displayed abnormal deposit activity and recorded occupation, which should have triggered deeper monitoring. According to the investigation, NorthStar didn’t conduct enhanced due diligence (EDD) and failed to classify the player as high risk, even though the user had surpassed the $18,000 lifetime-deposit threshold in March 2024.

Under AGCO rules, operators must verify the source of funds as soon as a player’s deposits reach $18,000; however, NorthStar allowed its customer to continue placing bets for over a year, and in December 2024, the player deposited more than $55,000.

CEO and Registrar of the AGCO, Dr. Karin Schnarr, shared:

“Operators are the first line of defense against criminal activity in Ontario’s gaming market. Anti-money laundering controls must be more than policies on paper. When risk indicators are triggered, operators are required to take active steps to help protect Ontario’s regulated gaming sector from being misused for criminal activity.”

Additionally, the regulatory body stated that NorthStar Gaming didn’t dispute the penalty and fully cooperated with the investigation, while the CEO of NorthStar, Corey Goodman, commented that the company made significant improvements in its compliance and AML measures.
