Armenia to launch telecom blocking of illegal gambling sites

The government of Armenia has announced that it will introduce new rules to tighten controls on illegal online gambling websites by authorizing telecommunications providers to block websites without local licenses.

The changes will take effect on February 8, 2027, under amendments to the Law on Regulation of Gaming Activities and related legislation. The State Revenue Committee (SRC) said the current system is no longer effective enough against foreign gambling companies operating outside Armenia’s legal framework.

Under the new rules, telecommunications operators will be able to restrict access to websites included in the blocking system. The government will also limit advertising from unlicensed gambling platforms.

The SRC said the changes are needed because foreign gambling websites and their advertising have become more accessible through digital channels, with the new approach expected to make technical blocking faster and easier to enforce.

The measures will target companies operating without an Armenian license and, at the same time, won’t affect licensed gambling businesses, according to the SRC. The government said the changes are aimed at protecting the licensed market and creating fair competition between operators.

The new blocking system is another part of Armenia’s broader gambling reform, as earlier in 2026, the country introduced new self-exclusion requirements and betting limits for specific groups of players. A central monitoring system is also being prepared to track gambling activity in real time.
