Rafael Gevorgyan, Deputy Chairman of Armenia’s State Revenue Committee, has submitted a bill to Parliament aimed at creating a nationwide gambling monitoring platform that would record bets in real time.

In 2024, Armenia adopted a law to regulate gambling and introduced a procedure to select a centralized monitoring operator that would work with a digital system connected to both land-based and online gambling platforms. Every bet would be immediately logged, and the SRC would get access to monitor betting activity.

Rafael Gevorgyan stated:

“Through this regulation, we will be able to monitor various types of income and betting activity in detail. We are building a digital infrastructure where each bet will be logged in real time, and the SRC will have direct access to the relevant data.”

The selection process started in 2025 and completed the first phase, leading to the second phase, which is still in progress.

The second focus of the bill is on judicial safeguards, as it proposes to amend the Civil Procedure Code to prevent lawsuits that could delay the process of selecting an operator. Additionally, gambling regulations, procurement law, and public-private partnership rules would also be changed.

The proposal was announced after criticism over the delays in the implementation of the 2024 law, where, during a debate in parliament, session chair Ruben Rubinyan switched off Hayk Sargsyan’s microphone as he was presenting the list of concerns.
