Austria moves toward new online gambling reform
After years of political delays, Austria is finally moving toward major gambling reform with a draft law expected within the next few weeks.
Licences for lotteries, online gambling, and six land-based casinos expire in 2027. Lawmakers are now considering a new system that could open the door to multiple operators rather than the current monopoly.
Earlier this year, in February 2025, EGBA called for gambling reforms in Austria. However, it is still not clear whether Austria will issue a limited number of licences or fully open the market doors. Once budget and finance officials finish reviewing the draft, the Council of Ministers must agree on it. After that, it will be sent to Brussels for approval.
A major focus is online gambling, where Austrian Lotteries still holds the only licence. Meanwhile, many international gambling companies continue to serve Austrian players through the illegal market. Some operate with EU licences from places like Malta or Gibraltar, while others run without any licence at all.
If approved, the law could come into force as early as summer 2026.
