On August 27, 2026, Brazil’s Advertising Self-Regulation Code (CONAR) announced that it approved amendments to its Annex “X”, which have effectively introduced new rules for betting ads and tightened compliance requirements for operators, affiliates, and influencers.
The updated rules, which were passed by the Content Council, revolve around consumer protection, protections for minors, and responsible gaming. According to CONAR, the Betting Working Group drafted the proposal, while relevant authorities and industry representatives were consulted to develop the document. Additionally, the Ethics Council shared that hundreds of users also made proposals, which were considered while finalizing the rules.
Under the new measures, authorities will strengthen enforcement action to identify, prevent, and block ads that promote illegal gambling platforms, while a new accreditation program is planned to be launched for influencers who want to run betting campaigns. At the same time, regulators will constantly monitor content published by influencers to ensure that betting ads are in line with responsible gaming rules and display mandatory warnings.
One of the main parts of the regulations is the protections for children and young adults, as CONAR has created a specialized checklist to prevent minors’ exposure to betting ads. For this purpose, authorities have restricted the use of elements that are associated with children’s media, such as humanized animals, which can appeal to younger audiences and push them to engage with betting products.
The new rules were approved by Eduardo Simon, the president of CONAR and the Content Council, and are part of Brazil’s fight against illegal operators and the push to improve accountability for betting ad campaigns.
