A new bill introduced by Congresswoman Caroline De Toni has proposed banning the operation, promotion, and facilitation of online fixed-odds betting in Brazil.

The proposal also covers prohibitions on sports betting and virtual events, while lottery activities managed by the government would continue to be allowed. If approved, the measure, which is called Bill No. 5,153/2026, would require lawmakers to eliminate the regulated betting framework, giving operators 180 days to cease their operations.

Additionally, bonuses, loyalty programs, rewards connected to betting promotions, as well as promotions conducted by affiliates and influencers would be restricted. Authorities would further have the power to close down betting platforms through internet providers, order the removal of betting apps from app stores, prevent financial transactions, and block betting accounts.

Congresswoman Caroline De Toni commented:

“The intention is not to punish the citizen who placed the bet. The state’s response should be directed at the economic structure that exploits and stimulates the activity. Between preserving the revenue of betting platforms and preserving the income of Brazilian families, the State’s priority should be with families.”

The language of the bill suggests that operators wouldn’t be allowed to accept new bets during the transition period, and the platforms would be accessible only for withdrawing winnings.

In case of administrative violations, companies could face fines between 0.1% and 20% of gross revenue, while the maximum fine per infraction would be set at $388 million. For criminal penalties, violators could be sentenced to prison for 2 to 5 years.
