Brazil’s Chamber of Deputies’ Social Security, Social Assistance, Childhood, Adolescence, and Family Committee has approved a bill to ban minors and children from being featured in gambling advertisements.

The language of the bill clearly prohibits showing minors in lottery or betting site ads in order to address the current gaps in Law 14.790/23 and update the Child and Adolescent Statute (ECA).

The proposal builds on Congresswoman Meire Serafim’s previous text connected to Bill 3724/24, which was presented to the Chamber by Deputy Túlio Gadêlha.

Congresswoman Serafim commented:

Even though consumption and purchases were already prohibited, there was no law specifically dealing with advertising. And that’s precisely what this project does, prohibiting this kind of publicity on any digital or communication platform.”

The restrictions will apply to social networks, video-sharing platforms and apps, as they are mostly used by young adults or children. The use of child influencers for betting promotions will be fully banned, while advertising similar products to minors will also become illegal.

In case of non-compliance, violators will face fines between $600 and $2000; however, if the breach is repeated in less than 12 months, then the penalty will be doubled. For gambling operators, the initial fine will be multiplied by 100 if they are found to have featured minors in their advertising campaigns.
