Brazil’s Supreme Federal Court (STF) announced that it will hold a public hearing on November 3, 2026, on the legal challenges to the country’s betting ban.

Justice Luiz Fux, who is rapporteur for the cases, set the session for 10 am in the Second Panel’s chamber. The request came from the Attorney General’s Office (AGU), trade associations ANJL and IBJR, and amici curiae in ADI 8.027, the action seeking to overturn Provisional Measure 1,394/2026, which was signed by President Lula in late September, prohibiting offering, intermediating, and advertising betting in Brazil.

Fux said the hearing was urgent because of the deadlines in the measure and its economic effect on Brazilian football and other sectors. Its findings will also inform six other betting cases, ADIs 7.721, 7.723, 7.749, 8.024, 8.028 and 8.035. The 26 participants include the AGU, the Ministry of Finance, broadcasters’ association Abert, AIGAMING, 10 football clubs including Flamengo and Corinthians, and the Brazilian Football Confederation.

Luiz Fux, STF Justice, said:

“The state protects the individual from himself.”

No injunction has been granted, and Congress has until November 23 to vote on the measure. Fux postponed any action until after the presidential runoff to avoid being seen as interfering in the election, which President Lula won.
