China has announced plans to launch an international alliance against online and telecom fraud during the Global Public Security Cooperation Forum in September 2026, with over 40 countries already having expressed interest in joining.
Announced on July 24, 2026, the alliance is expected to be an intergovernmental organization that will include law enforcement agencies from participating countries, with the goal of coordinating action against cross-border and global fraud rings. The director of the Criminal Investigation Bureau of the Ministry of Public Security, Jiang Guoli, further added that the initiative will improve cooperation, intelligence sharing, and support joint operations against illegal networks.
The alliance has already received strong positive feedback from the international community, as more than 40 countries vowed to join and help establish it. Guoli additionally invited states to work together to fight against the global issue, as China has already included telecom and online fraud in the 15th Five-Year Plan for the country’s public security development for 2026-2030.
According to reports, large illegal networks run in countries like Cambodia, Myanmar, Thailand, and Laos, with scam compounds using casinos as disguises. Multiple gambling licenses have already been cancelled in Cambodia as a result of enforcement action.
Guoli revealed that most of the fraud operations target China from abroad, which is why global cooperation is necessary to eliminate the networks.
