Colorado sends sports betting reform bill to Gov. Polis
After the Colorado legislature passed SB131, which aims to ban gambling credit card deposits and limit the number of daily deposits, the bill has now been sent to Governor Jared Polis.
The bill was passed by a 20-15 vote in the Senate, and sets to introduce strict changes to state gambling law, with the limit on daily deposits in sports betting apps being the first of its kind in the U.S. If passed, players would be allowed to place only six bets daily.
Additionally, lawmakers want to ban push notifications from gambling apps that seek bets or deposits, as well as prohibit the use of words like “bonus bet” and “no sweat” in marketing campaigns or ads, and restrict operators and affiliates from targeting under-21s.
Before being sent to the Governor’s desk, the Senate agreed to add the amendments suggested by the House on May 13, which was the last day of the 2026 session.
Sponsor of the bill, Senator Matt Ball, commented:
“Deposit limits are widely recognized as an effective harm-reduction tool designed to introduce friction, slow loss-chasing behavior, and reduce extreme outcomes, particularly among high-intensity users.”
However, one of the main proposals of the bill, banning proposition bets, was removed after being heavily criticized by the industry, but Senator Ball has still stressed that the measure will notably reduce gambling addiction even without the prop bet ban.
Brianne Doura-Schawohl, a member of the Campaign for Fairer Gambling, added:
“It is heartening to see the Colorado legislature prioritize the well-being of its constituents with these revolutionary consumer protections. We strongly urge Gov. Jared Polis to sign this bill, which will establish Colorado as a national leader in sports betting protections.”
Governor Polis now has 30 days to review and decide on either signing, vetoing, or letting the bill become law without his signature.
