Curaçao works with Netherlands to reform industry laws

The Netherlands and Curaçao are working together to put into action Curaçao’s new National Ordinance on Gambling (LOK).

This law will improve regulations, fight against money laundering, and address corruption issues within the region starting from December 24, 2024.

The Dutch gambling regulator Kansspelautoriteit (KSA) will be working with and the newly formed Curaçao Gaming Authority (CGA) to share knowledge and best practices, with regular assessments on compliance regulation enforcement.

Discussions in Willemstad with high-level officials, such as Curaçao’s finance minister Javier Silvania, Dutch minister of justice and security David van Weel, and state secretary for kingdom relations Zsolt Szabo, covered the importance of Curaçao to working closely with the Netherlands in order to make the gambling industry fair and well-regulated.

The partnership also includes law enforcement agencies such as Public Prosecution Service, Financial Intelligence Unit (FIU Curaçao), and Criminal Investigation Cooperation Team. Subsequently, the organizations will be working on issues such as money laundering, fraud, and other criminal activities that have greatly affected the gambling industry of Curaçao.

After recent corruption allegations, this support comes at a critical time for Curaçao, as scandals have raised doubts about whether the reforms can rebuild trust in a jurisdiction that is commonly considered the safest place for fraudulent operators. The latest controversy came up after opposition politician and financial investigator Luigi Faneyte accused Minister Silvania and other Gaming Control Board members of issuing temporary licenses without proper checks. He also claimed that crypto casinos were allowed to operate without regulation.

Minister Silvania expressed gratitude for the Netherlands’ support, highlighting how important their input has been in shaping the new gambling law (LOK).

The bottom line of the latest scandals is the necessity for strong enforcement and transparency in the partnership between Curaçao and the Netherlands, with LOK being one of the major steps towards a better-regulated market.
