Debate grows over Petersburg casino tax revenue plan

A new bill about how Petersburg’s future casino tax money will be shared is causing a lot of debate among local leaders.

Introduced on January 8 by delegate Mike Cherry, the bill suggests creating the Tri-Cities Improvement Commission (T-CIC) to manage and distribute casino revenue to nearby areas within 10 miles of Petersburg, including Hopewell, Colonial Heights, Dinwiddie, and Prince George. These areas must have average incomes below $81,000 to qualify.

Petersburg got the casino project after Richmond voters rejected it twice. Last November, Petersburg residents strongly supported it, and construction is set to begin this spring with partners The Cordish Companies and Bruce Smith Enterprise.

Delegate Kim Taylor supports the bill:

“Establishing this commission ensures that all regional stakeholders, including members of the public, are given agency to ensure that revenue from the casino is equitably distributed amongst the localities.”

On the contrary, Petersburg’s Ward 1 Councillor, Marlow Jones, voiced strong opposition:

“This initiative appears to be a deliberate attempt to keep Petersburg shackled in the shadows of prosperity. This is ‘our’ moment, Petersburg!”

If passed, the casino revenue money will be split equally between these communities, with the commission deciding how to use it. Each locality will appoint members to the commission, who will serve two-year terms. The bill will soon move to the House General Laws Committee for more discussion.
