European gambling regulators send warnings over World Cup ads

Belgium’s and the Netherlands’ gambling regulators have issued warnings to operators over gambling ad restrictions connected to the upcoming FIFA World Cup 2026.

On May 19, 2026, the Netherlands’ gambling regulator, Kansspelautoriteit (KSA), made a statement for licensed operators about improving advertisement monitoring during the tournament period, and warned that non-compliance would result in sanctions for those operators that promote their products without licenses.

KSA Chairman Michel Groothuizen commented:

“This makes it attractive for companies to recruit new players during that period. Although I understand this, I strongly urge operators to remain attentive to the protection of young adults and other vulnerable groups and to observe the applicable rules. When we see that this is not happening, we will take immediate action.”

Just a day after the KSA’s notice, on May 20, Belgium’s Kansspelcommissie published a reminder about bonuses and advertising rules for the World Cup. Article 60 of Belgium’s Gambling Act fully bans bonuses like cashback, free bets, or gaming credit, while Article 61 prohibits gambling ads and only makes exceptions in those cases when the country’s Royal Decree on gambling marketing allows it.

The Kansspelcommissie wrote:

Operators are strongly urged to comply with the legal provisions. The inspection service will strictly monitor that potential players are not confronted with unauthorised practices. We count on the sense of responsibility of all operators to ensure both the protection of vulnerable and young players and a level playing field.”

Previously, the French ANJ warned against gambling ads ahead of the FIFA World Cup back in February 2026 as well.
