French Senate approves tax hike on gambling
After a long run, the French Senate approved a tax hike on gambling and other industries.
The new bill is part of the 2025 Social Security Financing budget. The bill was first tabled on October 13 but did not have any link to the predicted tax change. However, on November 21, the French Senate approved the tax hike on lotteries, casinos, and sports betting operations.
Being already taxed at approximately 55% of their gross gaming revenue (GGR), these operators will now contribute an additional €50 million annually to the state. While sports betting saw a slight 1% increase, horse racing betting saw a significant rise.
Debates on gambling tax hike in France
The new law has created a debate in the country. Proponents argue gambling operators, with their €13.4 billion in GGR last year, can absorb the hike. Critics, however, warn that tax hikes may harm the investment industry and smaller operators, driving players to illegal platforms. These measures are expected to generate €200 million annually and align with public health goals.
France to combat illegal gambling
France is one of the countries that wants to protect its population from problem gambling. Recently, ANJ released a new campaign called “100% winning?” to expand public awareness and combat illegal gambling. Moreover, ANJ also signed a new agreement with the National Union of Family Associations (UNAF) to promote responsible gambling in France.
Nowadays, more and more countries are considering implementing tax changes in the gambling sector. The latest country is Great Britain, which has two proposals for tax changes.
