A draft law submitted to Georgia’s parliament aims to introduce a licensing system for iGaming operators serving only foreign players with a reduced 5% gross gaming revenue tax.

The proposal, which would amend the “On the Organization of Lotteries, Gambling, and Profitable Games” law, is now under an accelerated legislative process. As stated in the bill, iGaming operators would face a lower GGR tax compared to the 20% rate imposed on online gambling for local users.

According to the new framework, operators would be granted five-year permits and would also have to pay an annual €33,000 fee and a €6,000 penalty in case they miss payment dates or violate license rules.

If the legislation is approved, only foreign citizens and stateless individuals would be allowed to participate in these iGaming platforms, while Georgians would be blocked automatically.

At the same time, tighter rules would be introduced for the platforms, and each operator would be limited to just one domain per license, as opposed to the current two-license caps.

Lawmakers have shared that combining local restrictions with international expansion could help protect domestic consumers but boost economic growth simultaneously.

Georgia’s proposal shows a broader industry trend, as jurisdictions like Malta, the Isle of Man, and Gibraltar have launched similar systems, helping attract investments and increasing tax revenue.
