Despite key achievements such as bans on unauthorized operators, imposed fines, geolocation blocks, and significant partnerships, the German Gambling Regulator (GGL) still sees a record in the illegal gambling market. 

GGL aims to strengthen global cooperation with international regulators. By learning from global trends and sharing insights, the regulator hopes to strengthen its strategies against illegal gambling operations. To understand how to proceed, GGL conducted a comprehensive study to understand the actual channelization rates (the percentage of players engaging with regulated services versus the black market).

Earlier this year, Germany reported that the black market recorded €400-600M GGR.

GGL board member Ronald Benter said:

“We are committed to a fact-based discussion and have already commissioned studies on player protection, advertising, and channeling, the results of which will be incorporated into the evaluation process.”

The data will help to understand why some players may still prefer unregulated platforms and what can be done to shift them toward legal options.
