The Senate of Italy is in the process of reviewing a new bill that proposes introducing a 2% levy on football betting revenue to increase funding for the country’s sports system and reduce club debts.

The parliamentary bill was first brought up by Senator Paolo Marcheschi in May 2026 as part of a wider measure aimed at addressing the current situation of Italy’s football industry after the national team failed to qualify for the FIFA World Cup 2026. If approved, it’s expected that the new law will come into effect on January 1, 2027.

According to the proposal, the levy would be applied to all local retail and online bets placed on Italian football leagues that are organized by the Italian Football Federation (FIGC) and its partner leagues. At the same time, FIGC would be responsible for allocating the funds, of which 50% has to go towards youth development programs, and 30% has to go to social initiatives for preventing problem gambling. The rest will be used to fund women’s football and amateur football schools.

It’s estimated that around €230 million would be generated annually. Additionally, on July 2, the bill was assigned for review to the 7th Standing Committee, which is the Senate’s Permanent Commission on Culture, with the Finance, Budget, and Justice committees also set to conduct their own assessments.
