Italy delays gambling reforms to 2026 for better coordination

Italy is hitting the pause button on its gambling reform plans, changing the initial timeline from the end of 2025 to August 2026.
The delay comes after MP Mariangela Matera’s request, which argued that a rushed rollout could hurt more than help. The reforms are part of the Reorganisation Decree, which aimed to get rid of Italy’s old-fashioned gambling rules and laws and modernize the sector with national licensing, stricter ID checks at gaming machines, and stronger consumer protection with responsible gaming initiatives.
Annually, regional governments will be obliged to share part of gaming tax revenue, around €300 million, to help fund these changes and support social services. But without a clearly defined financial plan, local leaders have struggled to commit.
Recently, Italy has been seriously focused on the gambling market. Earlier, the government prepared to remove the ban on football betting sponsorships.
Now, by extending the reform timeline, Italy’s Union Conference hopes to align the reforms with the 2026 Budget Law, ensuring long-term funding and fair execution across all 20 regions and 345 municipalities. Moreover, this pause will allow lawmakers to clean up outdated gambling penalties and create a more competitive legal framework for both retail and iGaming.
