Italy launches new online gambling regime
Italy has officially launched a new nine-year licensing regime for online gambling, marking the first phase of its 2024 gambling sector reorganization.
Approved by the EU’s Official Journal, the new regime requires a €7m authorization fee per license. Moreover, operators will also pay a 3% operating fee. To qualify, operators must have headquarters within the European Economic Area (EEA), have a valid license, and prove that they have revenues of at least €3m over the past two fiscal years.
The Customs and Monopolies Agency (ADM) expects 50 operators to apply, generating €350m in fees and €100m annually from concession fees. Anti-corruption guarantees require a €750,000 deposit and a €3.7m final guarantee, with ongoing variable payments tied to operational performance.
Italy’s second gambling phase
Phase 2, set to launch in 2025, will focus on resolving land-based gambling issues and reforming the controversial Dignity Decree, which banned gambling advertisements in 2019. With decreased tax revenue of 6% in 2023, Italy aims to strengthen its gambling sector and position itself as the leader of the European gambling market.
Operators can apply till May 30, 2025, with a nine-month review period. Each operator can apply for up to five concessions, paying €4m upon award and €3m upon launch within six months.
