Kansspelautoriteit targets B2B suppliers in illegal gambling
The Dutch Gambling Authority (KSA) has widened its scope to target B2B suppliers and providers that enable illegal gambling in the country.
In 2026’s regulatory agenda, the KSA announced it will intensify supervision of payment providers, hosting companies, social media platforms, and B2B suppliers, instead of focusing only on illegal operators.
The enforcement shows the expansion of the KSA’s strategy against the black market, as European jurisdictions are concerned that it’s not possible to stop illegal markets only by pursuing individual operators.
The KSA stressed that illegal gambling is not just about unlicensed websites, as these offshore operators have networks of support from commercial partners that allow them to stay accessible for Dutch players. With the new approach, the regulator aims to make illegal gambling inaccessible, instead of relying on reactive strategies like fines.
The measure will include closer cooperation with foreign regulators who are experiencing similar problems, as well as stronger dialogue with private companies.
According to the KSA, over 90% of Dutch players gamble within the regulated market; however, channelization for the legal market is much lower at 49%. Moreover, 2025 saw the illegal gambling market exceed the legal one in the Netherlands for the first time since 2021, when online gambling was legalized.
