The Attorney General of Kentucky, Russel Coleman, has sued Kalshi, Polymarket, and VGW in three separate lawsuits filed on June 17, accusing the operators of offering illegal gambling under state law.

Filed in Franklin Circuit Court, the lawsuits target Kalshi and its affiliates, including Coinbase, Polymarket, and sweepstakes operator VGW, arguing that all of them offer illegal betting and have no appropriate responsible gaming measures.

Attorney General Coleman shared in a press release:

“Kalshi and Polymarket are operating illegal sportsbooks in Kentucky and breaking our laws. These multi-billion-dollar corporations and their legal fictions don’t pass the sniff test. As one of our state legislative leaders said it best, ‘If it looks like a duck and quacks like a duck…”

For Kalshi and Polymarket, Coleman stresses that the operators’ sports event contracts fall under Kentucky’s sports betting laws, which means they are required to hold Kentucky Horse Racing and Gaming Commission licenses. Additionally, the state is about to establish new legislation from July 15, 2026, banning licensed sportsbooks from cooperating with prediction market operators.

Regarding the VGW complaint, the state is arguing that it operates illegal iGaming through platforms like Chumba Casino, LuckyLand Casino, and LuckyLand Slots, focusing on the platforms’ dual-currency systems, which are classified as real-money gambling under Kentucky law and therefore breach state gambling rules.
