The Dutch gambling regulator (KSA) has targeted two operators as part of its latest enforcement action, issuing a warning to TOTO Online over advertising breaches and imposing a €886,000 fine on 711 Group for duty of care violations.

In TOTO Online’s case, the operator used role models in its marketing campaigns, which is banned in the Netherlands. Eight football clubs were found to have promoted TOTO’s brand on social media, promising players signed shirts if they bet €5 on the platform.

KSA’s Director of Licensing and Supervision, Ella Seijsener, stated:

“The temptation to gamble on sports matches increases around major sporting events. We see that more money is being wagered and that young adults in particular underestimate the dangers. This is why we are maintaining extra oversight of compliance with advertising regulations, especially during this period.”

In its warning, the gambling regulator stressed that featuring both current and former athletes is prohibited, as it poses a risk of targeting young adults or minors.

In the second case, the KSA penalized 711 for breaching duty of care rules from 2022 to 2024, as the operator had failed to identify problem gambling patterns in 10 players and allowed them to generate huge financial losses.

KSA Board Chairman, Michel Groothuizen, commented:

“We have observed that not all providers implemented their duty of care equally well from the opening of the market. We have therefore conducted additional investigations, which are now resulting in various duty of care fines. At the same time, we have further tightened the requirements regarding the duty of care to prevent excesses such as those we are seeing here in the future.”

The measures against the operators are part of the KSA’s broader strategy of ensuring compliance, with the strict enforcement actions resulting in an 18% decline in year-on-year gambling revenue, according to KSA data from April 2026.
