New bill targets online betting restrictions in Brazil
Brazilian Senator Humberto Costa has put forward a new bill that would bring stricter rules to online betting.
The proposal, known as PL 3,754/2025, looks to raise the minimum betting age to 21, cap monthly bets at the value of one minimum wage, and place tighter controls on ads. It also seeks to ban sponsorships of sports, cultural, or educational events, with advertising only allowed between 10 p.m. and 6 a.m.
According to Senado Agency, Humberto stated:
“This bill is not just a piece of legislation; it is a wake-up call against a true social epidemic, which affects, above all, our young people, the most vulnerable, those who should be focused on studying, working, and building their dreams, and not trapped in screens that promise easy fortune, but deliver ruin, debt, and despair.”
The senator called on his fellow senators to back the proposal, stating that this is a matter of public health protection. Pointing to data showing that gambling addiction in Brazil is growing, and he argued that advertisements in the sector target young people and encourage addiction.
