New Zealand Online Casino Gambling Bill moves to 3rd reading
New Zealand’s Online Casino Gambling Bill continues to progress after successfully passing the Committee of the Whole House.
The bill has now moved towards its third reading after Parliament members debated making one change in the bill connected to the administration of the community returns funding. At this stage, the House is supposed to agree on passing the bill to the Royal Assent in its final form.
A specific date for the third reading hasn’t been set yet, but if the agreement is reached during the reading, the bill will become law after going through the Royal Assent.
Trina Lowry, Programme Director of Online Gambling Implementation at the Department of Internal Affairs, stated in an email update to stakeholders that they are continuing to support readiness for implementation by developing the regulatory settings, guidance, and future communications. Lowry also mentioned in early March 2026 that the finalized regulation is expected to be available by June 2026.
The three-stage licensing process is supposed to see 15 online casino gambling licenses granted in the country, as the market is scheduled to launch on December 1, 2026. Starting from June 1, 2027, only licensed operators will be allowed to offer their services in New Zealand’s online casino market.
Additionally, Entain Australia and New Zealand and SkyCity Entertainment Group have already shown interest in entering the country’s regulated market.
