The Rio Public Defender’s Office (DPRJ) filed a civil suit against 43 betting platforms, demanding reforms, warnings, and R$300 million in damages over consumer harm.

The civil suit, filed on July 20 by the DPRJ’s Consumer Defence Unit (Nudecon), demands urgent reforms within Brazil’s rapidly expanding gambling industry to increase consumer protection.

DPRJ argues that the betting operators have continuously failed to provide clear warnings about the risks of online gambling, particularly about addiction and financial issues. The lawsuit calls for adequate responsible gambling messages and warnings. The warnings must reflect the true scope of risks associated with betting.

Major players in Brazil’s online gambling market, including bet365, Betano, Esportes da Sorte, MrJack.bet, Pixbet, and others, are among the defendants.

The DPRJ requests collective compensation of R$300 million (€46.1 million) from these companies, an amount it calculates as 1% of the estimated R$30 billion in monthly betting volume reported by the Central Bank of Brazil. These funds are intended to support national programs for addiction prevention and treatment.

According to Chief Public Defender Paulo Vinícius Cozzolino Abrahão, many people are misled into perceiving betting as an investment, which he described as a “completely erroneous notion fuelled by misleading advertising and a lack of financial literacy.”

Luciana Telles, who leads Nudecon, noted that inquiries and complaints related to betting debts have grown dramatically, not just at the DPRJ but also at other agencies such as the state’s Consumer Protection and Defence Programme (Procon). She stressed that collective and structural solutions are essential to protect Brazilians from the escalating harms of compulsive betting behavior.
