On August 1, 2026, Romania introduced a new tiered taxing system for gambling winnings, approved by Prime Minister Ilie Bolojan’s government as part of a fiscal measure to improve the country’s budget.

Under the new progressive structure, payouts of up to €2,000 will be taxed at a 4% rate, as opposed to the previous 3% rate, while payouts between €2,000 and €13,350 will go under an €80 fixed base tax with an additional 20% tax on any winnings above €2,000. Payouts over €13,350 will automatically generate a €2,350 tax and a further 40% rate on any winnings exceeding this sum.

Since Bolojan’s and President Nicoșor Dan’s election in June 2025, the acting government has introduced multiple reforms in betting laws and licensing rules in collaboration with a coalition formed with the Social Democratic Party (PSD), the National Liberal Party (PNL), the Save Romania Union (USR), and the Democratic Alliance of Hungarians in Romania (UDMR) parties.

Additionally, the country has increased VAT and excise duties in the last year as well, as the government is pushing to meet European Commission standards.

The implementation of the new taxing system has coincided with a challenging time for Romania’s gambling sector and the National Office for Gambling (ONJN), as it is facing political criticism following the investigations into 2 ONJN officials over corruption allegations.
