Serbia’s government has ordered local authorities to review gambling licenses for betting shops, gaming halls, and bingo halls if they lack customer protection rules, like age checks and addiction warnings. 

With 29 districts and 190 municipalities, the government aims to protect underage groups from gambling.  As a result, according to the new regulation, local venues must display signs warning about addiction and include contact details for certified treatment providers. Moreover, the alcohol proportion to drinks will also be limited, with less than 5 percent alcohol for people using slots or betting on sports.

This move follows updates to the 2011 Law on Games of Chance and concerns from the state attorney about the growing number of licenses in rural towns. However, it is not what the new regulation is all about.

Local authorities must confirm that venues have paid the necessary taxes, including a 15% tax on slot machine revenue. Betting shops face a similar fee, with a minimum payment of €1,000 in dinar.

Authorities are required to report their findings back to the central government. Meanwhile, the Green-Left Front (ZLF) is pushing for even stricter regulations, such as a ban on gambling ads. Opposition parties argue that local authorities lack the resources to properly assess the extent of gambling addiction, especially in smaller areas.
