Spain fines licensed operators a total of €3.5 million
Spain’s Ministry of Consumer Affairs has put a total fine of €3.5 million on 26 licensed gambling operators, including Betfair, 888, and Codere.
On November 25, 2025, the Directorate General for Gambling Regulation (DGOJ) announced enforcement in the amount of €33.5 million and blocked six online gambling sites for 32 regulatory breaches, of which six were flagged as very serious and connected to foreign online gambling businesses operating without a license in Spain.
Starting off small, Codere faced a fine of €17,500 for its own technical breach of the law.
evoke’s 888 Online was fined €250,000 for non-compliance with regulatory technical requirements and for using unauthorized technical systems.
Flutter’s betting exchange platform, Betfair, was fined €100,000 for non-compliance with responsible gaming and insufficient player protection.
Beatya Online received a €300,000 fine for not complying with technical requirements about communication and software systems. And lastly, Entain’s Electraworks Ceuta got a €512,000 penalty for technical failings and for allowing gambling access to prohibited individuals.
The six unlicensed operators that were fined €5 million in total were XYZ Entertainment, Moonrail Limited, EOD Code SRL, Samaki, Lone Rock Holdings, and Novaforge.
