Sweden’s Administrative Court has ruled in favor of the country’s gambling regulator, Spelinspektionen, upholding the $1.3 million fine imposed on Videoslots in April 2025 over duty of care violations.

Spelinspektionen imposed the penalty after discovering that the operator didn’t have appropriate player protection systems in place, which effectively breached local gambling regulations. Investigations into the platform revealed that Videoslots didn’t offer enough support to players with signs of problem gambling and didn’t intervene in necessary cases.

One instance identified by the regulator was when a player set a $32 million deposit limit and lost $32,000; however, Videoslots failed to implement responsible gaming measures even after the risky betting patterns.

The operator later appealed the fine, arguing that it complied with player protection and responsible gaming laws. 

Videoslots stated:

“Videoslots has made significant investments in advanced player protection systems designed to identify at-risk individuals and intervene appropriately. Our approach includes enhanced safeguards for young adult players through mandatory limits.”

The Administrative Court stated in its ruling:

“The investigation in the case further shows that all reviewed customers, at least during parts of the review period, exhibited such gambling patterns that must be considered when assessing whether gambling is excessive. The Administrative Court considers, even taking into account Videoslots’ stated measures, that it is clear that the company did not take sufficient responsible gambling measures in relation to these customers.”

In another similar appeal, the Swedish court sided with LeoVegas in an $852K penalty case and annulled it after the Spelinspektionen had imposed the fine over duty of care breaches.
