The Parliament of Uganda has approved the Lotteries and Gaming (Amendment) Bill, which proposes setting a unified gambling tax rate of 30%.

The bill is part of the government’s broader strategy connected to the 2026-2027 national budget, with this specific legislation introduced on April 1, 2026, by Henry Musaasizi, the State Minister for Finance, Planning, and Economic Development. The Minister also revealed that they are expecting to generate $6 million annually from the taxes.

The new calculation method for the taxes will be based on total stakes minus payouts, with the government also giving a clear definition of payouts in order to reduce arguments over the taxes.

Findings from a parliamentary committee showed that under the former system, some operators were subject to a 30% tax, while others paid a 20% tax, which led to unequal treatment.

The committee stated during the review process:

“The proposed tax is computed on net winnings as opposed to applying a uniform thirty percent Gross Gaming Revenue to both betting and gaming activities, including land-based and live casinos.”

With the bill passed, the government is also planning to create a Centralized Payment System, which will require all operators and gambling services to process transactions through a single channel.
