The UK Gambling Commission (UKGC), announced new rules limiting cross-selling in the gambling industry starting December 19, 2025.

This move will ban operators from offering promotions that combine multiple gambling formats like betting and slots. In addition, companies will face stricter limits on the number of times bonus funds must be played through before winnings are allowed to be withdrawn. The cap will be 10 times the bonus, which will equalize and clarify things for players.

These rules stem from the Commission’s recent consultation and align with the UK government’s 2023 gambling reform white paper. Tim Miller, the Commission’s executive director for research and policy, emphasized that the goal is to provide clearer, safer gambling offers so consumers know exactly what they’re signing up for.

The Commission wrote:

“Overall, we consider any costs are proportionate and justifiable in terms of the benefits to consumers and in the context of the stated policy intent to ensure that incentives are constructed in a socially responsible manner and do not encourage excessive and harmful gambling.”
