Ukraine to introduce an 18% tax rate on gambling revenue
The Ministry of Digital Transformation of Ukraine has proposed changing the gambling and tax legislation, as a package of amendments to the Gambling Act and the Tax Code has already been prepared.
Since the legalization of gambling in Ukraine in 2020, the fiscal impact has increased more than 80-fold with the help of licensing and state control, but the Ministry has stressed that the current regulatory framework doesn’t correspond to the scale and structure of the modern market.
The 2026 amendments are suggesting the transition to state control and digital monitoring, improving player protection, and simplifying the tax model. The Ministry is planning to create a unified state register and an online monitoring system for gambling operators (DSOM) to give more control to the data-driven model with automated reporting and analytics.
Regarding the changes in the Tax Code, the goal is to create a transparent and predictable tax model for the gambling industry in Ukraine, mainly with the introduction of a single 18% tax rate on gambling revenue, with the elimination of double taxation for businesses. The government is also planning to set clear definitions of how player income is taxed, as well as synchronize the tax reporting with DSOM data.
A public consultation on the draft amendments was opened on March 11, 2026, by the Ministry of Digital Transformation, with the country’s regulator, PlayCity, supporting the open dialogue with the market.
