AGA and IGA urge Congress to stop prediction markets growth

On January 12, 2026, the American Gaming Association (AGA) and the Indian Gaming Association (IGA) sent a letter to Congress, urging lawmakers to block the expansion of prediction markets that operate outside gaming laws.

The two organizations stressed that since beginning to offer sports-related contracts in 2025, prediction markets have expanded into far more than just single-game outcomes. The AGA and IGA called the platforms direct threats to state authority, tribal sovereignty, and consumer protections.

According to the letter, prediction markets now offer multi-leg bets that are similar to traditional sportsbooks, as well as contracts connected to prohibited events.

The letter states:

“The CFTC’s own regulations, adopted pursuant to the Commodity Exchange Act, prohibit event contracts regarding terrorism, assassination, war, gaming, or an activity that is unlawful under any state or federal law. And while the gaming industry has focused our efforts on stopping unregulated sports wagering, we have seen a troubling proliferation of other concerning betting categories that seek to capitalize on tragedy, invite manipulation, and undermine public trust.”

The organizations pointed out that prediction markets don’t have the necessary regulations, including age verification, licensing, and anti-money laundering controls. In contrast, they highlighted the benefits of the regulated market, citing important economic output, the creation of millions of jobs, and billions in annual tax revenue.
