Dutch KSA penalizes ComeOn €750K and Starscream €4.2M
The Netherlands Gambling Authority (KSA) has fined two operators, ComeOn and Starscream, in an effort to fight against illegal betting activity and enforce player protection.
The ComeOn brand, which operates legally under Tulipa Ent Limited, was fined €750,000 for failing to meet statutory duty of care requirements between December 2023 and September 2024.
As part of the investigation, the regulator reviewed 10 ComeOn player files, in which failures to detect early warning signs of problematic gambling were identified, leading to big customer losses. It was also found that unnecessarily high deposit limits were permitted without supervision.
According to the KSA, intervention measures were delayed and wrongly applied in the cases, resulting in players losing thousands of euros in a short time period.
In Starscream’s case, the company operates the websites rantcasino.com, allstarzcasino.com, and sugarcasino.com without holding a Dutch license. Because of this, the KSA imposed a €4,228,000 fine on Starscream for offering illegal gambling services.
The investigation found that residents were allowed to register and deposit money without any barriers that would block access from the Netherlands. Additionally, the platform didn’t have proper age verification systems and offered autoplay features, which are against Dutch gambling law.
The chair of the regulator’s board, Michel Groothuizen, stated that these penalties send a clear message that illegal gambling activities will face strict consequences in the Dutch market.
