Congresswoman Tabata Amaral has introduced a new bill called Bill 1172/2026, which aims to amend the rules of Law No. 14.790/2023 to fully ban digital exposure for betting services.

The bill includes prohibitions for betting bans on websites, apps, social media platforms, and video streaming services, which would hit influencer performance marketing strategies that are the main driver for player acquisition in Brazil.

According to the proposal, betting services would only be allowed to place ads on company websites and official profiles, but any form of paid promotion would be banned in Brazil. Betting brands would also have to provide clear information on their websites on how gambling addiction can be avoided and how users can stay away from losing money while gambling.

However, the Brazilian Secretariat of Prizes and Betting (SPA) has spoken against a total ban on ads by licensed operators, with Deputy Secretary Daniele Correa Cardoso explaining that a full ban can lead to unexpected consequences.

Cardoso stressed:

“How will the user know the difference between legal and illegal? The market is not prohibited. Betting is not prohibited. In this initial process we are in, in the process of combating illegality, not having any publicity is a risk for the bettor.”

Right now, the bill is being reviewed in Congress, but a more heated debate on the issue is still expected.
