Bulgaria considers 5% gambling tax hike starting 2026
The Bulgarian government considers raising taxes on gambling by 5%, changing the total tax percentage to 25% starting January 1, 2026.
The tax hike would apply to all forms of gaming, including online games, lotteries, bingo, raffles, toto, and keno. Currently, gambling operators pay a one-time license fee of BGN 300,000 ($177,000) and a 20% tax on the difference between bets and player winnings.
According to tax supporters, this change could bring in an extra $37 million in revenue, which the Ministry of Finance plans to use for social and economic development projects.
This proposal comes after an earlier plan to raise the tax to 30% was rejected. Back in February 2025, the Bulgarian government announced its plans to combat illegal gambling.
Critics argue that higher taxes make legal gambling less competitive and could encourage black market operations.
