Estonia plans gambling tax cut to 4% by 2028
Estonia’s ruling Reform Party and its coalition partner Eesti 200 have agreed to gradually lower the remote gambling tax rate till 2028.
Estonia increased remote gambling taxes from 5% to 6% back in 2023. Now, the government is planning to implement fiscal reforms through 2028, including changes to the gambling market.
Under the new law, each year, the remote gambling tax could be cut by 0.5% until it reaches 4% in 2028. The main goal is to create a balance between the taxation system and the gambling market.
The government also aims to restructure how gambling tax revenues are used by creating a new national fund, monitored by the Estonian Olympic Committee. Another fund will support cultural and sports initiatives through a matching donation model. However, only non-profit and tax-free companies can take part in this funding.

Estonia has been monitoring the gambling market for a long time. Back in 2024, the country introduced additional gambling reforms, including bans on celebrity endorsements, “risk-free” betting promotions, and marketing targeting younger age groups.
